I just finished speaking with Triumvir Ulpius. He is confident that we have the votes in the Senate to secure funding for our program. You have the green light to begin training a civilian militia of up to four thousand members. I've already submitted procurement orders for the arms and armor needed to outfit this force.

As you are aware, a number of ships have gone missing recently on the edges of the Frontier. The reasons for those disappearances could range from the harmless to the hostile, and we must  prepare for all eventualities. Between your garrison and the militia, you should have sufficient means to defend the settlement on Battipaglia from any comers.

It pains me to say this, but you should also be aware that Calpurnius continues to push his tinpot conspiracies about alien aggressors. If I have to read another godsdamn analysis which suggests we are being probed by the vanguard of an invasion, I may well throw the man out the nearest airlock. Fortunately for him, that feckless peon has his uses.

I expect you to begin preparing for the recruitment and training of the new force immediately. If troublemakers do come to Battipaglia, I expect nothing less than a swift and decisive victory. Such an outcome will seal the RF's ascent, and we'll finally take our place as the fearless protectors of the Republic.
